China’s Ministry of Natural Resources announced that it surveyed waters east of Taiwan between August 10 and August 31. State broadcaster CCTV stated the exercise aimed to establish the basic geology and seabed structural characteristics in waters Beijing considers jurisdictional, framing it as part of building a unified geological map for territorial planning and resource management.

This announcement followed a statement from Taiwan’s coast guard reporting it had tracked and warned off a Chinese research vessel in sensitive waters near the island in late August, marking their third encounter since May. Separately, China’s coast guard reported conducting a routine law enforcement patrol in waters east of Taiwan, which it described as its third such patrol since June.

Regional analysts and Taiwan’s government characterize these activities as deliberate “gray zone” tactics and maritime provocations designed to incrementally expand Beijing’s operational footprint, test response capabilities, and assert sovereignty claims without triggering direct military confrontation.
