Ukraine’s military announced that its long-range drone and missile campaign has successfully hit all eleven of Russia’s largest oil refineries. Major facilities targeted include those located at Omsk, Kirishi, Ryazan, Volgograd, Perm, and Moscow, with some strikes reaching targets more than 2,500 kilometers away from Ukrainian territory.

According to Ukrainian officials, the campaign disabled over 40 percent of Russia’s total refining capacity during the summer. This caused a sharp drop in domestic fuel production, created shortages that led to gasoline lines and rationing in regions such as Moscow and the Kaliningrad exclave, and forced Russia to import refined fuel while continuing to export discounted crude oil.

To carry out these attacks, Ukraine has increasingly relied on domestically produced long-range drones alongside longer-range missile strikes. While Russian officials have not fully acknowledged the scale of the disruption, independent and state media have visibly reported the fuel shortages inside the country.
